Stantec's Infrastructure Center of Technical Excellence, whose beginnings date back to the 1970’s, is a world leader in Infrastructure Management, Pavement Engineering & Research and the Development & Implementation of Infrastructure Management Systems. The group provides specialized services to agencies responsible for infrastructure and assets: pavements, roadways, bridges, water, wastewater, stormwater, right-of-way features, etc; and for the management, planning, design and implementation of every phase from feasibility to project completion. These services involve data collection, testing/evaluation, engineering, research, analysis, software systems, consulting and training. Stantec has been the North Atlantic Regional Contractor for the Strategic Highway Research Program under FHWA's Long Term Pavement Performance (LTPP) Division since program inception in 1988 and similarly the North Central Regional Contractor since 2003.

Dr. Frank Meyer, Project Manager

Dr. Frank Meyer is the corporate leader of Stantec's LTPP team and brings together the key elements of engineering, strong fiscal control and project/personnel management by drawing on his extensive knowledge and 30+ years of experience in the pavement field - evaluation, performance monitoring, pavement engineering, materials, research and design. He has been involved since the beginning of LTPP in 1988. Thus he is familiar with the many different technical aspects and details of the LTPP program and the numerous key participants in the program - agency contacts, FHWA (contracts, operations and divisional personnel), TRB LTPP Committee, Expert Task Groups, other contractors (Technical Support Services, Regional Support, Data Analysts, Equipment, Pooled Fund, Lab Testing, etc). |
Mr. Gabe Cimini, Database Manager

Mr. Cimini's primary function is to manage the entire LTPP database for the Region. He is responsible for the collection, processing entry, review and QC of all data elements and the database management tasks such as software and hardware upgrades, data uploads, archives, backup, and system security. Mr. Cimini has handled the IMS database since its inception in 1988 and his experience and knowledge of LTPP is invaluable to the regional operation and the LTPP program as a whole. Mr. Cimini also handles the webmaster duties for the regional Web Page and has participated as an instructor at numerous DataPave training workshops. Mr. Cimini's extensive knowledge of Oracle, Windows NT and of the LTPP data allows him to handle most of the data requests in the Region. |
Mr. Basel Abukhater, Materials and Traffic Manager

Mr. Abukhater is the traffic and materials data manager (data collection, reduction, QC and calibration), and is conversant with many of the other data activities, materials/sampling, lab testing monitoring and profile data handling. He spearheads the Traffic Pooled Fund Study tasks and Material Action Plan for our LTPP regional operations. He has carried out GPS and SPS field sampling and testing activities, which include agency supplied data collection support. He has been the senior engineer on site for SPS construction. This nearly 20 years of LTPP expertise and experience ensures Quality Data is delivered. |
Mr. Brandt Henderson, Field Data Collection Manager and Equipment Manager
Mr. Henderson has participated with LTPP for nearly 20 years and has spent over 30 years conducting data collection activities including profile, FWD and distress surveys. Mr. Henderson was instrumental in the development of many of the procedures, equipment, QC Software, calibration protocols and data collection techniques employed by LTPP. He can operate any of the LTPP equipment as well as maintain them.
As the Field Data Collection Manager Mr. Henderson will schedule data collection per LTPP requirements employing numerous pieces of equipment and crews to perform the work while at the same time, as the Equipment Manager, ensure the proper Maintenance and Calibration of the government furnished field equipment. |

Mr. Lip has nearly 15 years of LTPP expertise and experience, which makes him an ideal candidate for his current responsibilities - ensuring Quality Data, is delivered. He is responsible for tracking all data related to the LTPP program, assisting with field data collection activities and reporting requirements. He works in the field as well as interacts and works with the other Managers to inspect, test, evaluate and identify/resolve issues in order to enhance the quality of the data provided to the database. He is an experienced and accredited LTPP-MDS rater and Profiler operator. |
Mr. Jesse Dickes, Field Technician

Mr. Dickes' main responsibility is the collection of field data. He is an integral part of the Manual Distress Data collection crew and the profile data collection crew. He was also involved with the Materials Action Plan data collection activities. He is an experienced and accredited LTPP-MDS rater and uses this expertise for the distress data capture, processing and some handling tasks. He is extremely familiar and experienced with the Profiler and all operating software for profile data processing and quality control checks. |
Mr. Doug Marshall, Data Analyst

Mr. Marshall provides a wealth of Data Collection experience. He brings nearly 20 years of FWD operation to the LTPP program. He is currently a certified LTPP-MDS rater. His primary tasks are handling, processing, Quality Control and review of traffic, FWD, and distress data. He can assist with field data collection activities in emergency situations, as he is very conversant with the FWD, Profile, Dipstick, Faultmeter, and material sampling operations. |
Mr. Chris Olmedo, Data Analyst

Mr. Olmedo has some 9 years of LTPP experience in the Pavement Performance, Equipment and Data collection/processing areas. As an engineer, his main priority is the handling, processing, Quality Control and review of the Profile data. His expertise with the use of the ProQual software and knowledge of the Profile operating system allows him to help with the profile data collection when needed. He also processes all of the Seasonal data and Automated Weather Station data for he region. He also assists with the conduct of numerous Data Studies to ensure data quality and the resolution of data feedback reports. |

Mr. Ikram’s main duty is processing Traffic data. He has the task of ensuring the highest quality traffic data has reached the database. Mr. Ikram’s engineering education and several years of LTPP traffic data processing experience provides the ideal background for this position. This involves the Traffic Pooled Fund WIM data as well as the routine agency supplied information. |

Mr. Korczak is primarily responsible for data review and data feedback reports using his engineering, geotechnical, lab testing and on site asphalt construction experience. Specialists
Stantec's specialists are called upon whenever extra or special assistance is required – e.g. computer, engineering, analytical, statistical etc. For example, they provide additional resources when needed to meet tight schedules, or expanded data collection needs. They also provide technical support in all aspects of engineering, computer and software applications including liaison and resolution of issues with the data (performance, materials properties, traffic, agency supplied), equipment, data logging software, network installations, upgrades, database management and current virus protection protocols. Our specialists have assisted with the development of assignments and efforts on diagnostic investigations (planning, data collection, engineering/statistical analyses and reporting). They have developed data logging software, data interfacing procedures/tools and quality control checking software. They have enhanced and maintain the seasonal CR10 software used at all seasonal sites in the LTPP program and have developed and implemented the PROQUAL, FactSheet and Profile Extractor software for the program.
